British Broadcasting Corporation Gaza Film Deemed a 'Serious' Infringement of Broadcasting Standards, Declares Ofcom

The public service broadcaster was found to have committed a "major breach" of broadcasting rules by omitting to mention that the narrator of a documentary about the Gaza conflict was the child of a Hamas administrator, as determined by British broadcasting authority Ofcom.

An investigation by Ofcom into Gaza: How to Survive a Warzone has determined that the film was "materially misleading".

The BBC's director general had already issued an apology, saying there had been "a serious error in relation to factual correctness".

Ofcom has ordered the corporation to transmit a evening announcement about its conclusions.

"Given this constitutes a major infringement of our rules, we are ordering the broadcaster to broadcast a message of our conclusions against it on the BBC's second channel at nine o'clock in the evening, with a schedule to be finalised," the statement read.

'Possibility to Damage Confidence'

The authority's statement said: "Our probe found that the documentary's failure to disclose that the voice's parent occupied a role in the Hamas-run authority was significantly deceptive.

"This implied that the audience did not have vital facts which may have been highly relevant to their assessment of the presenter and the information he presented.

"Credibility is at the center of the relationship between a television network and its audience, particularly for a national broadcasting corporation such as the British Broadcasting Corporation.

"This oversight had the possibility to undermine the very considerable levels of credibility that viewers would have put in a BBC factual programme about the Israel-Gaza war."

The film was removed from the online platform in the month of February after the presenter's familial connections came to light, and in the month of July an corporation's own inquiry found it breached the corporation's journalistic standards on truthfulness.

A representative for the broadcaster stated: "The authority's determination is in line with the conclusions of the corporation's inquiry, that there was a serious error in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which aligns with regulation 2.2 of the authority's broadcasting regulations.

"We expressed regret for this and we comply with the regulator's ruling in full. We will follow the directive as soon as the timing and wording are confirmed."
