The United States and United Kingdom Agree to Duty-Free Deal on Pharmaceuticals.

The United Kingdom and the United States have announced a key bilateral deal that will keep no tariffs on UK drug shipments going into the American market.

The Terms of the Pact

Under the terms of the agreement, the UK has committed to increase funding on medicines through the National Health Service (NHS). This commitment secures that tariffs on these key exports will stay at nothing for a period of 36 months.

This development is in response to earlier statements to significantly raise import taxes on patented pharmaceutical imports, with potential rates discussed reaching double the cost.

"This agreement with the Britain reinforces the worldwide climate for innovative medicines and introduces much-needed balance to U.S.–U.K. drug exports," a statement declared.

Commercial Impact

Drugs constitute one of the UK's most significant export categories to the US, which is clearly the largest market for large UK drugmakers.

Export figures reveal that in the 12 months leading up to September, the UK exported drugs worth £11.1bn to the US. This value represented 17.4% of total UK exports in that span.

"This deal protects work, stimulates capital expenditure and sets the stage for the UK to establish itself as a global hub for medical research," a minister commented.

Key UK Commitments

The deal involves several key pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the price threshold at which it considers new medicines to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a target to double overall health service expenditure on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Payback Limit: The amount manufacturers must return to the NHS to prevent overspending will be capped at 15%. In the past, refunds exceeded 20%.

Broader Context

The deal follows a ongoing row between the drug companies and the UK government over spending levels and approval rates.

These tensions were heightened by arguments that US patients were charged significantly more for the same drugs than people in the other developed nations.

In recent months, several major pharmaceutical investments in the UK have been delayed or abandoned, while multi-billion-dollar expansions have been pledged toward US facilities.

One official acknowledged that the NHS needed to increase expenditure on drugs, noting that its budget allocation on drugs had shrunk as a proportion of its resources over the previous ten-year period.
